A journal editor receives a paper with great potential significance in a new, fast-moving subfield covered by his journal.  Because of the small number of investigators in this area who have the expertise required, the editor realizes that any knowledgeable reviewers must come from the author’s past or present colleagues or from her competitors. How should he handle the situation?
