If it were just a question of abundance, I'd say Francium, impossible to see, produced within a chunk of unstable Uranium. From the legal and regulatory standpoint, though, I'd say Thorium.
Among the naturally occuring elements I would vote for Francium.

Ok, I agree francium but what about the rare earth metals, like europium, they are very hard to find and there is not much left of them!
Element 118. Only three or four atoms of that element are known to have been made, and with a half-life of around 1 ms, they didn't stick around very long.

to tell the truth: I never thought of that before, but after watching the video I realized how poor my information about the elements are...& I didn't have the slightest idea of thoses rare elements.
