Maybe we could put the "submit a lessons learned" box and a "submit your reaction incident report to the database" box under the "ask a question" box - so you have 3 things up front you can do in this space?
I don't know if the vision is to have this solely be the community submission/dialog place, and have the safety resources be cataloged elsewhere. Or if the intent is to make this the ACS aggregated safety space - which includes links to various resources, as will as community contributions.
Maybe instead of embedding the incident form on the front page - you could drive people to a separate page for reaction incident submission - in the same way you drive them to the lessons learned template form.
