Ways to extract water soluble compounds from plant matter

I'm in the process of creating a distillate from plant matter to be used in a vape pen for smoking cessation. 

What solutions and methods are best to do this? 

I've seen someone make a distillate using a saturated solution with sodium carbonate. Is this a good method and are there other ways to do this?
