A Human Right to Science

In an article on the right to enjoy the benefits of scientific progress and its applications (Article 15)  just published in Science authored by  Audrey Chapman  and  Jessica Wyndham

it is stated:

In addition, Article 15 directs states to recognize the benefits of international contacts and cooperation in scientific and cultural fields. It is disturbing that many governments are increasingly blocking or filtering Internet content and restricting academic freedom (10). It is also a concern that national security justifications are given for sometimes overzealous and unnecessary restrictions on the freedom of scientists to collaborate internationally (11).
