Report on torture to UN Human Rights Council (02/29/2012)

Report of the Special Rapporteur on torture and other cruel inhuman or degrading treatment or punishment

By Juan E. Mendez

A/HRC/19/61/Add4

Ditr:: General

29 February 2012

Human Rights Council, 19 session

The findings of cruel and inhuman treatment are published as an addendum  to the Special Rapporteur's report (attached) to the UN general assembly on the promotion and protection of human rights.

In the addendum, the Special Rapporteur provides observations, where

considered appropriate, on communications sent to States between 1 December 2010 and 30 November 2011, as well as on responses received from States in relation to these communications until 31 January 2012. Communications sent and responses received during the reporting period are accessible electronically through hyperlinks.

The findings are likely to reignite criticism of the US government's harsh treatment of Bradly Manning ahead of his court martial later this year.

"The special rapporteur concludes that imposing seriously punitive conditions of detention on someone who has not been found guilty of any crime is a violation of his right to physical and psychological integrity as well as of his presumption of innocence," Mendez writes.
