What are the societal considerations for an energy policy framework?

All energy systems have societal impacts during production, use and byproduct disposal.  As the world begins the process of adopting a more sustainable mix of energy systems, their impact on society (including demographic, ethnic, geographic, and stakeholder impacts) is an important component in their feasibility.  Which societal impacts are important and which are relatively unimportant?
