What are the safety considerations for an energy policy framework?

All energy systems have a safety implications during production, use and byproduct disposal.  As the world begins the process of adopting a more sustainable mix of energy systems, their effect on safety (including worker, neighborhood, and user safety) is an important component in their feasibility.  Which safety impacts are important and which are relatively unimportant?
