What are the economic considerations for an energy policy framework?

All energy systems have economic impacts during production, use and byproduct disposal.  As the world begins the process of adopting a more sustainable mix of energy systems, their impact on the economy (cradle to grave) is an important component in their feasibility.  Which economic impacts are important and which are relatively unimportant?
