In addition to SBIR, there are other govt fundings such as STTR that you can explore.
I would also encourage you to explore foundations and non-profits that support entreprenurial activitives; you may want to look into Kauffman Foundation and Clean Tech Open which provides competitive grants.
Regionally, look into what your state or local initiatives may have to encourage small business.
At ACS, you can look into ACS TechCatalyst (http://www.techcatalyst.org/) that can provide seed funding and services for small business. You may also want to get involved with ACS Division of Small Chemical Business to network with other entreprenuers and small business members.

Tony i don't have any specific additional knowldge of this sector, beyond Samuel's advice. as a general principle, however, I would suggest its worth considering whether you have a (a) an idea or (b) a potential application or (c) a fully featured product with a defined market and value proposition? if you have the latter, then you are looking for sources of funding for a new business, as you will ahave cahs-flow from product sales. but if it is still in the idea or application development stage, then you need patient capital, which is prepared to let you try and fail several times en route to hopefully developing a product that someone will then buy.
