FTIR analysis

Is there a lab near Philadelphia that can do FTIR analysis for a reasonable price?  I am looking for some quick qualitative analysis of aqueous compounds.  I don't think $300-$700 per scan is very reasonable. 

Can FTIR use water as a reference to eliminate any water peaks?

 

My IR experience is from 1977.  Things have changed since then.
