Under the supervision of the Director Verification Division the incumbent performs the following duties:
• Plans, manages and controls the work programme and priorities of the Branch; supervising 5 professional industry officers and one GS Secretary; planning, managing and controlling the Branch budget to ensure maximum fiscal responsibility and efficacy; managing and quality controlling the industry verification process which includes planning, preparation and maintenance of the industry long term, medium term and short term inspection planning, finalisation of each inspection and technical editing and IVB contributions to the negotiation of relevant facility agreements; managing the compliance of all of IVB with the OPCW confidentiality policy including supervisory functions in relation to CMRs, audits and development of SCN work flows; overseeing IVB support of industry related activities of the Executive Council and Conference by industry officers; overseeing IVB support for activities of the Secretariat including their work with other Divisions and Branches; overseeing and quality controlling the provision of chemical and engineering technological information by industry officers to Management, States Parties and the Secretariat; performing personnel management functions including preparing and modifying, as appropriate, IVB vacancy notices, implementing the PMAS process, and assigning/reassigning tasks as required.
• Supervises and quality assures specific industry data bases on a continuing basis (inspection data bases protected by confidentiality regime, risk assessments protected by the confidentiality regime, national backgrounders, State Party responses to Conference, Executive Council, Industry Cluster and Secretariat surveys, ITL assessments, etc.);
• Prepares or quality controls preparation of industry contributions to inspector training, National Authority training, Regional and National Seminars, etc. (5-6 per year);
• Prepares or quality controls preparation of industry briefing materials on status of article VI implementation, specific questions in relation to global industry and Article VI policy issues, for the Director-General, Deputy Director General and Directors, as required (1-2 per week);
• Recommends and drafts responses to Secretariat ( Director-General, Deputy Director-General, Director Verification Division) correspondence mainly involving State Parties with content involving policy matters, excluding FIR and Closure Letter correspondence (10-12 per month);
• Writes operational and policy option documents for the Secretariat (TS, DG, non-papers, about 10 per year);
• Supervises and recommends approval/modifications as required for Verification SOP's;
• Serves on Secretariat Committees as required, currently Joint Planning Meetings, Inspection Planning Meetings, External Relations and Outreach Committee;
• Plans inspections under Article VI of the Convention by calculating, drafting, and supporting its defence before Management, the Inspectorate and ABAF the following year annual industry inspection plan for budget negotiations; and calculating, drafting and negotiating the quarterly industry inspection plans;
• Executes short-term planning of allocated inspections under Article VI of the Convention, supervises their execution and facilitates the production of Final Inspection Reports (FIRs) by the Inspection Teams (Its) within the provisions of the OPCW Confidentiality Regime and the timelines of the Convention.
• Supports Executive Council and Conference by advising and assisting the designated Facilitators of the Industry Cluster Consultations of the Executive Council on issues within their purview; attending Industry Cluster Consultations as Secretariat expert and acting as Secretary at such meetings; drafting documents and or confirms, modifies as required documents drafted by industry officers for the facilitators for submission to the Executive Council; discussing issues relating to the work of the PMOs with Delegations and providing advice to the delegates; and attending consultations on issues relating to the activities of the Scientific Advisory Board and drafting documents on these issues.
• Represents the Secretariat in contacts with outside organisations and provides inputs to Secretariat training programs by representing the Organisation at meetings with Head of delegations and delegates frequently at OPCW headquarters and infrequently in capitols up to the deputy minister level; and at industry oriented seminars and other international functions as required.
Knowledge and Skills
• Advanced university degree in chemical engineering or chemistry; A first level university degree in combination with qualifying experience (minimum 15 years) may be accepted in lieu of an advanced university degree;
• An additional advanced degree in business or management degree (MBA) would be an asset;
• Proven record of building and managing teams and creating an enabling work environment, including ability to effectively supervise, mentor, train, develop and evaluate staff;
• Tact, discretion, and the ability to work harmoniously in a multi-cultural environment;
• Strong analytical and conceptual skills;
• Knowledge of computer equipment, Windows-based word processing and databases, spreadsheet programmes and lotus notes.
Experience
• A minimum of 13 years of hands-on, practical in-plant experience with chemical operations in the chemical industry, involving:
a) industrial chemistry support for product development or chemical production, and/or
b) conduct of plant operations; and/or
c) chemical process design/development and process optimisation; and /or
d) process safety activities, including quantitative risk assessment, hazard and operability studies, auditing, etc., and/or
e) plant design or scale-up planning.
(note: time spent in chemical business management, sales and/or government administration of chemical industry will not be regarded as qualifying as relevant experience)
• A minimum of 2 years as manager of a chemical industrial operation.
• Experience in multiple types of chemical operations.
• Experience with multiple chemical technologies.
• International experience is desirable.
Languages
Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and provident fund deductions) in US$ and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. The figure quoted on the right, is based on the April 2009 rate of 52.9%.
