Dilution of Peroxide

Hello

So let me explain my situation. I'm a practicing photo developer and have recently been introduced to a new way of reversing film from a negative to a positive. We call it "reversal bleach" or "reversal processing". The solution calls for 9% Hydrogen Peroxide and 99% Acetic Acid. However, I was unable to find any 9% Peroxide in the US and businesses in the UK could not legally ship to me.

So I bought about 32 oz. of 12% Peroxide. Would anyone know how I would be able to go about diluting it down to a 9% solution?
