Is it true that if ALL new infection could be stopped for three weeks, the virus would be totally eliminated?

I believe it is true, except for places like research labs that want to preserve samples of it.  The only way to get close to this, however, is to have widely available, simple testing methods.  I have been terribly frustrated with the apparent lack of urgency on development and deployment of new tests.
